Week 8: Zach Mettenberger to start vs. Houston Texans, can he succeed?

After both Jake Locker and Charlie Whitehurst have started roughly out of the gates so far this season, rookie quarterback Zach Mettenberger was named the starter this coming week against the Houston Texans. Locker may not be 100 percent, but if he's close, isn't he the better option than Mettenberger to this point? With Mettenberger set to make his first career start, what should we take from this upcoming game against the Texans? If he thrives, should the Titans give him the keys to the organization? Or, should he be evaluated fairly after starting the rest of this season, if that's the intent from here on out?
